The primary duties of the Contracts Manager are to exercise discretion and independent judgment in the course of managing contracts for all lines of business within GCE. Position is responsible for beginning-to-end contracting and related activities, such as subcontractor procurement, subcontract terms and conditions negotiation, development of subcontractor performance work statements, and communications between GCE and its customers and its subcontractors. This position operates as an agent for change through evaluation and implementation of workable, practical, and sustainable processes that enhance growth and quality results.  The Contracts Manager's duties include the following:  Pre-Contract Formation- Prepare MOUs and teaming agreements, as needed. Assist in strategy development for new business.  Learn and utilize contract management software to aid in contract life cycle activities. Contract Formation- Follow internal and external requirements related to the competitive procurement of subcontractor partners. Determine viability of potential subcontractors via specific vetting processes. Review and/or draft non-disclosure agreements, as required. Negotiate complex agreements and contracts as part of a multi-disciplinary team, including representatives from operations, senior management, finance, and legal. Provide management and operations with contractual risk analyses, advice, and guidance to various stakeholders.  Contract Management- Draft and process contractual amendments and schedules, as needed. Oversee the processing of task orders and modifications. Provide oversight to, and/or perform, the contract routing process.  Ensure Contractor Manpower Reporting Application submissions are complete and timely.  Maintain a standard set of contract templates for all lines of business.  Liaise with senior management and internal legal counsel.  Interpret legal advice and provide education to all participants in the contract process.  Contract Review- Lead and/or participate in subcontractor monitoring activities to ensure compliance with contract terms, and to identify any gaps to such terms.  Travel Requirements:  Travel by car, rail, and/or air may be required, domestically and internationally. The percentage of time traveling will vary widely based on the circumstances.


  • Bachelor's degree in related field. May substitute equivalent combination of education and experience.
  • Five (5) or more years of experience with federal government contract management.
  • Knowledge of Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulation Supplement (DFARS).
  • Excellent negotiating skills, perception management skills, and relationship management skills.
  • Advanced conceptual, analytical, and problem-solving skills required, with excellent attention to detail.
  • Ability to evaluate and prioritize often-divergent interests.
  • Strong collaboration skills to work with a diverse set of customers, both internal and external.
  • Proficient with written and verbal communication.
  • Demonstrated experience with Microsoft Office Suite, particularly Word and Excel.
